Housing stock transfer

Last year the council carried out a housing options appraisal to review how it managed and funded its housing stock which recommended that the ownership of the housing stock should be transferred to a Housing Association, subject to a tenants' ballot.
The full Council meeting held in December 2008 voted unanimously to support the views of tenants and to take the necessary steps towards the transfer of the ownership of the council's 8,800 properties to Golden Gates Housing (GGH). which has been managing them as the Council's Arms Length Management Organisation for the past 5 years.
Golden Gates Housing would be transformed into a stand alone not for profit Housing Association and would be able to borrow the money needed to improve and maintain standards in tenants’ homes.
The Council has completed the formal Stage 1 consultation with its tenants on the promises in the Offer Document. In February the Executive Board considered all the responses received and agreed that the Offer Document did not need to be amended and that a ballot of tenants should be carried out.
The ballot is now underway and gives all secure and introductory tenants the opportunity to vote on whether they are in favour of stock transfer or not. The last date for registering a vote is 7 April 2010 at midday. Transfer cannot go ahead unless a majority of tenants that vote are in favour.
