Contract Transport

 

General Information

 

The Council has a “Duty of Care” to special needs pupils, adults with learning difficulties and vulnerable people receiving transport services provided by the Passenger Transport Unit.  The duties will require good communication skills and  the ability to assist clients in and out of vehicles and to the appropriate establishments.  To deal with clients in a way prescribed by the Council.

 

The Council undertakes a risk assessment process in order to determine whether in its view a person is fit and proper to undertake the duties required.  Upon a successful application an identification badge will be supplied and will be worn whilst carrying out these duties.

 

The risk assessment process will begin with a pre Application declaration that asks for permission (for drivers) to undertake a DVLA licence check, confirmation of any moving traffic offences dealt with under the fixed penalty system, whether (drivers and escorts) there any relevant legal actions current.

 

The process will include the requirement to undertake a Criminal Records Bureau check and the Declaration will form part of the decision making.  Spent convictions will be taken into account if considered relevant to the work undertaken.

 

The application process will begin on the completion and submission of the pre declaration form.  The applicant will be required to arrange an appointment to make their application personally, this can be done by phoning the Passenger Transport Unit on 01925 442620.

 

The applicant will need to bring to this appointment;

 

  • Completed Declaration Form
  • DVLA drivers licence (counterpart and photocard if applicable)
  • CRB application fee (see attached sheet)
  • DVLA Drivers History Check (not required if application for escort badge)
  • A recent passport style photograph (passport photograph rules apply)
  • Identification for CRB check (see list of appropriate ID)

 

The process for obtaining a CRB Disclosure will only start at the application appointment.  The prefered method of payment is by cheque, credit or debit cars (not American Express)

 

Applicants that have not been resident in the UK for the previous 5 years will be required to obtain a Certificate of Good Behaviour from appropriate embassy or legation.  If this is not in English then a translation will be required at applicants expense.

 

If an application is not successful an appeal can be made that will be heard by a panel of elected Council members.   This will be dealt with as a de novo hearing (ie new hearing with additional information, if relevant).
