The Warrington Safeguarding Children Board is a statutory body established to comply with the requirements of the Children Act 2004. Statutory guidance to supports its work is provided through ‘Working Together to Safeguard Children’ [2010].
Objectives:
The board provides a central co-ordinating function throughout Warrington for safeguarding children and promoting their welfare. Its core objectives are to:
- co-ordinate what is done by each agency to safeguard and promote the welfare of children and young people in the area
- ensure the effectiveness of that work
The WSCB is the decision making body for multi agency safeguarding issues within Warrington. The work of the WSCB fits within the wider context of all children’s services in the town and aims to improve the wellbeing of all children, helping them to reach their potential.
Functions of the WSCB
The Warrington Safeguarding Children Board has a wide-ranging remit in support of safeguarding children. Its function is to:
- Develop multi-agency policies and procedures for safeguarding and promoting the welfare of children
- Raise awareness of the need to safeguard children and protect their welfare
- Monitor the effectiveness of what is done by the local authority and partners to safeguard children and promote their welfare, advising them of how to improve if necessary
- Organise and ensure delivery of a programme of inter-agency training, co-ordinated by the WSCB training co-ordinator via the training pool, or by identifying appropriate deliverers
- Advise in the planning and commissioning of services for children
- Undertake serious case reviews, advising on lessons which can be learned
- Establish appropriate processes to collect information relating to child deaths
Working in partnership
The Warrington Safeguarding Board has an independent chair. The board brings together senior representatives from all key agencies working to support children and young people in the town. This includes the local authority, health service providers, the police together with a whole range of other organisations from across voluntary, private and public sectors. Our annual report includes a section from each of our partner agencies, demonstrating their commitment to safeguarding children.

Organisation of the WSCB and its sub-groups
The Warrington Safeguarding Children Board is supported by an executive group and six standing sub-groups. These are:
- Policy and practice sub-group
- Quality assurance sub-group
- Monitoring performance and evaluation sub-group
- Serious case review commissioning group
- Child death overview panel
Terms of reference have been agreed for each sub-group which cover, in general terms, the work they take forward on behalf of the board.
