Research has shown that poor housing and homelessness are significant factors amongst young offenders and that a stable housing environment is essential if positive outcomes are to be achieved.
The local authority has a duty to provide accommodation for young people. There are also specific duties to 16-17 year olds who are in need and whose welfare would be seriously prejudiced if accommodation was not provided.
The Children (Leaving Care) Act 2000 places a duty on local authorities to financially support and meet the housing needs of eligible and relevant young people up to and including their 18th birthday. These duties apply whether a young person has been accommodated under Section 20 of the Care Act or have been subject to a Care Order.
In the capacity of the bail and accommodation officer working in partnership with agencies, the Youth Offending Team are able to offer all young offenders a service that ensures a full assessment of their accommodation needs and ensures them access to suitable accommodation, where appropriate.
We work closely with a range of local housing authorities and with young offenders themselves to prevent homelessness wherever possible, and to help and assist young people who are at risk of offending to find stable and secure, long-term housing.
