Executive board

Composition – 10 members

The Executive board is accountable for certain functions operated by council officers. It has to operate in line with the council’s constitution and has the power to set up sub committees where appropriate.

It is made up of the leader of the council, Cllr Terry O'Neill, and deputy leader, Cllr Mike Hannon, and has eight further members:

  • Cllr Peter Carey - Corporate resources and services
  • Cllr Hitesh Patel - Personnel and communications
  • Cllr Pat Wright - Health and wellbeing and adult services
  • Cllr Kate Hannon - Leisure, community and culture
  • Cllr Linda Dirir - Highways, transportation and climate change
  • Cllr David Keane - Environment and public protection
  • Cllr Colin Froggatt - Children and young people's services
  • Cllr Russ Bowden - Corporate assignments

They have public meetings every four weeks. You can view the agendas and minutes on the council's Committee Management Information System (CMIS).

Executive board responsibilities:

  • To make key decisions that either have a significant impact on the community or have considerable financial implications
  • Full authority to implement the policy and budgetary frameworks of the council. This means that most decisions do not need the approval of full council
  • The Executive Board can delegate decisions to an individual executive member or senior officer. However, all key decisions must be included in the council’s forward plan

Overview and scrutiny committees have the remit to hold the Executive Board to account.

Latest news: Council’s Executive Board under review

A new consultation to make Council decision making more open and transparent was launched in November 2011.

Councillors, Neighbourhood Boards and other key partners such as police, health, fire and rescue services, Golden Gates Housing Trust and third sector organisations will have their say on the review of the Council’s Executive Board and Committee structures.

The proposals include cutting the number of Executive Board members from 10 to 8, reducing the Overview and Scrutiny Committees from 5 to 1 and the establishment of a number of new policy committees.

Cllr Russ Bowden, the Executive Board Member leading the review, said: "The incoming Labour administration announced these plans at Annual Council on 23 May 2011. This consultation is the first step in creating greater openness and transparency of council policy and decisions. We’re looking for views from a range of people so that we can improve efficiency, have greater Member involvement in consultation, policy development and scrutiny, and ensure more effective decision making by the council.”

The findings of the consultation process will be compiled in January and reported to various council committees prior to the development of the final proposal. This will then be reported to the Full Council for ratification on 26 March 2012.
