The service a team of four area managers, each responsible for a neighbourhood co-ordination area of the borough. Street services provide a front-line service working all over town on our streets, verges, parks, in churchyards and schools. The team has responsibility for the delivery and management of a wide range of services on public (council owned) land including:
- a multi-skilled streets service operation including street cleansing and general ground care
- horticultural maintenance and development in parks, public open spaces and highway verges as well as Golden Gates properties and in excess of eighty schools
- maintenance of cemetery and closed churchyard grounds
- shrub and rose beds
- sports pitches
- clean and green environmental issues where environmental design is used to change and improve community living
- rapid response fly-tipping removal team
- litter removal and the provision and emptying of litter bins
- mechanical sweeping
- offensive or racist graffiti removal.
What is street services?
Street services operate in a way which allows for co-ordination of the management and maintenance of the borough's open spaces.
This is done through a neighbourhood co-ordination approach. See link at the bottom of this page.
The service works with the community and local partners to best deliver their services through regular consultation and attendance at resident and parish council meetings. It also works towards better management of the local environment
Through the introduction of neighbourhood co-ordination, the borough has been divided into four geographical areas, each of which has its own Street Services area manager.

Cleansing
Street services is responsible for the day-to-day cleansing requirements in the following areas throughout the borough.
- pavements and roads
- parks
- highways
- roadside shrubbery
- town centre.
Litter bins are emptied every Monday and Friday. Town centre litter bins are emptied daily.
Dead animals
Street services will remove dead animals from the public highway and public open spaces upon request.
Please provide exact location of the dead animals.
Flytipping
Flytipping is the illegal deposit of waste. The council works in partnership with 'Bulky Bobs' for the removal of household bulky items.
If you discover flytipping in action:
- take vehicle registration details
- note the time and location
- take a description of what waste you have witnessed being dumped
- take a description of the people dumping the waste
- use a camera phone or camera if you have one; this will be really helpful when prosecuting offenders
- do not approach anyone who you witness fly tipping
- contact us immediately via the customer contact centre on 443322.
If you discover flytipped waste after the tippers have left, please follow these simple do's and dont's:
- do not touch the waste. flytipped waste can be dangerous - it may contain syringes, broken glass, asbestos, toxic chemicals or other hazardous substances
- visually inspect the waste and try to determine what the waste consists of and how much there is
- take note of its exact location and also, whether it is in or near water
- do not disturb the site. There may be evidence that could help identify the culprits and lead to their prosecution.
Graffiti
Offensive or racist graffiti will be removed within 24 hours of reporting, during the working week.
Grass Cutting
Street services maintain the grass on all council owned land, i.e:
- highways
- verges
- public open spaces
- schools
- parks
- cemeteries.
We do not cut grass which is:
- privately owned
- on properties/estates owned by bodies other than the council unless contracted to do so.
Littering
Think before you drop it!
Littering is a crime (under section 87 of the Environmental Protection Act 1990). The council has the authority to issue anyone caught littering in public open spaces or from their vehicle with a £75 fixed penalty notice or prosecution in court. We have access to the DVLA database which assists the borough with locating the alleged offenders who discard litter from their vehicles. Always use the bins provided or take it home with you if there isn't one.
Road spillages
The street services team is also responsible for the removal of debris and spillage on the public highway, during the normal working day.
Shrub bed maintenance
This is carried out during the autumn/winter period, as required.
Weed control
Street services employ a contractor to carry out weed spraying throughout the borough.
