The planning system plays an important role in enabling the provision of homes and jobs in a way that is consistent with the principles of sustainable development and helping to protect the valuable assets of Warrington borough. Planning must be positive in promoting development and protective towards the environment and amenity. 

Development services is managed by John Groves and is made up of three teams - Development control, planning policy and building control.  Along with other council services, the aim is to help to make Warrington's environment safe, healthy and attractive for residents, businesses and visitors. 

The three teams undertake three main areas of work: 

The development control team deals with applications and appeals for planning permission, listed building, conservation area and advertisement consents, and works to protected trees. This team also investigates breaches of planning control and planning enforcement.

The planning policy team deals with land use and transport policy issues. It is responsible for the preparation of policy documents such as the Local Development Framework against which planning applications will be considered. More information is available.

The building control team provides a full advisory service on all matters relating to building control and ensures that building works comply with health, safety, energy and disabled access requirements.
